report from Los Angeles-based social justice group LAANE recommends cities in Southern California enter into exclusive franchise agreements for haulers and commit to achieving zero waste. LAANE argues open-ended collection contracts are inefficient and fail to lead to high recovery rates at a time when California isattempting to reach a statewide 75 percent recycling rate.

The city of Portland, Maine is introducing a new line of more expensive garbage bags for residents to use in an effort to incentivize further recycling of curbside material. The purple bags, in stores as of July 5, must be used by residents to throw out their trash and cost as much as $2.70 apiece for the 30-gallon option.
